The Haut-Commissariat au Plan (HCP) is Morocco’s national institution for official statistics, forecasting and economic, demographic and social research. Attached to the Head of Government, it plays the role of a combined statistical office and planning authority.

Role

  • Produces Morocco’s official statistics — national accounts, macro indicators, household and business surveys, consumer prices.
  • Runs the General Population and Housing Census (RGPH), most recently in 2024.
  • Conducts the National Employment Survey, producing unemployment, participation, and sectoral labour-market figures.
  • Publishes forecasting studies and sectoral analyses.
  • Hosts and coordinates Morocco’s National Statistical System.

  • Quarterly labour-market briefing — unemployment, net job creation, breakdowns by sector and region.
  • National Employment Survey — the reference source for Moroccan labour data, aligned with ILO methodology.
  • Consumer-price index — useful for interpreting wage revaluations and collective bargaining.

Data access

The hcp.ma portal publishes downloadable time series, interactive tables, and — under conditions — a microdata space for researchers. Regional breakdowns are published by HCP’s regional directorates (DRSM).

Policy role

HCP data feeds budget planning, sectoral policy (employment, education, health), parliamentary debate and tripartite social dialogue. It is the standard reference for public and private actors.
