An HR manager (responsable RH) runs the HR function for a company or site. In Morocco the role is tightly framed by the Labour Code, applicable collective agreements and social regulation (CNSS, CNOPS, OFPPT, AMO).

Scope

  • Recruitment — job briefs, sourcing, interviews, onboarding, liaison with ANAPEC and search firms;
  • Personnel administration — contracts, amendments, absences, leave, CNSS filings via DAMANCOM;
  • Payroll — supervised in-house or through a provider; interactions with AMO and complementary funds;
  • Learning and development — training plan, use of OFPPT’s CSF reimbursable training contracts, evaluation;
  • Employee relations — staff delegates, works council, union dialogue;
  • Labour law — disciplinary action, terminations, tribunal litigation, compliance.

Skills

  • Solid command of Moroccan Labour Code and payroll tax rules;
  • Hands-on with an HRIS (Sage Paie, HR Access, Workday, SAP SuccessFactors);
  • Political sense, discretion, diplomacy;
  • Professional French and English.

Training

HR master’s degrees (ISCAE, ENCG, universities), management tracks with HR specialisation, engineering degrees with an HR minor.
